A combined bridge and tunnel across Manila Bay pattern to the Japan’s Tokyo Aqualine are now being pushed as a solution to ease the traffic crisis in Metro Manila.
The plan gigantic bridge and tunnel project will connect the town of Naic in Cavite crossing the waters of Manila bay and ending in the town of Mariveles Bataan.
A former Chairman of the Subic Bay Metropolitan Authority (SBMA), Felicito Payumo has come up this great idea calling it as the Trans Manila Bay Crossing, which he planned and contributed in 1987 on his first term as a Bataan congressman.
Upon realizing that there was not any more land left to have new streets or extend the mass travel system, Payumo decided to revive and push the bridge project.
Payumo said “the Trans Manila Bay Crossing poses no right of way issue. It will not only push growth outside of Metro Manila but will also connect three regions with close to 40 percent of the population and with gross domestic product (GDP) exceeding 50 percent of our total GDP.”
He said, the combination of bridge and tunnel project will connect a network of existing and integrated roads on the north and south of Metro Manila that will set as a complete network of the entire road loop or a “Big Loop.”
Linking these road loops are the Roman Highway in Bataan, the Subic-Clark-Tarlac Expressway, the North Luzon Expressway, the Tarlac-Pangasinan-La Union Expressway, the Skyway Connector Road of the north and south expressways, the Skyway, the South Luzon Expressway, the Manila-Cavite Expressway the Southern Tagalog Arterial Road. and soon, will include the planned Cavite-Laguna-Expressway leads to Quezon province and the Bicol region.

Likewise, from Cavite by taking Trans Manila Bay Crossing route, it will take less than an hour away to go to the Clark International Airport at the Clark Freeport.
Building an access route across Manila bay is easier because roads and bridges can be constructed on Corregidor Island and smaller islands and the tunnel would only be necessary for the southern channel to Cavite,” Payumo said.
According to Payumo’s e-mailed letter, calculating what will be the advantages and benefits of the said project, It said that “If there are 18 million trips each day by 13 million inhabitants in Metro Manila, add to this the pass-through trips from Southern Luzon to Central and northern Luzon and vice versa, then we know why traffic crawls on Edsa (Epifanio Delos Santos Avenue). There is only one arterial road that connects Southern Luzon to Central Luzon through Metro Manila, and that is Edsa. This pass-through traffic should not go through Metro Manila if the Cavite-Corregidor-Bataan connection is constructed.”
Payumo’s idea is just like the Japan’s Tokyo Aqualine wherein Japanese motorist from Yokohama going to Chiba Prefecture will only cross the Tokyo Bay through the bridge-tunnel simply bypassing Metro Tokyo. – JCE.
Use this amount which will be ni billions or trillions to move the slums and the poor and jobless into government sponsored settlements, kibbutzim or communes . Who and how many travels from Mariveles to Naic and vice versa everyday? This project would cause billions of dollars and will take years to complete. Will it benefit a majority of people and businesses?
Smelting Plants, Cement Factories, Refinery Plants, Hydraulic Power Plants, Geothermal Power Plants, Waste Management Plants and Research & Development laboratories are the prime factors that needs budgeting. Once these projects are done, Philippines will surely have a quick economic development because many more industries will sprout from these after. Let’s make use of our rich natural resources wisely instead of selling our raw materials to other countries. Raise on wages will never be a solution to our hungry fellow men but finding means of making commodities affordable will surely help every Filipino in the Philippine land.

Sa totoo lang, wla tlgang alternative sa ngayon but to pass EDSA to reach the north which is a nightmare in 24/7. Economic activity will make the population busy and aligned with growth and development. Lalo mababawasan ang mga criminal at illegal activities sa atin. Along the shores lines of Cavite and Bataan, jan nanggagaling ang mga prostitutes na sumasakay ng mga barkong nakadaong sa Manila Anchorage.
The biggest challenge? Can we elect four maybe five presidents-in-a-row (that’s 24-30 years!) that will make sure this is finished properly?
