A cursory review of these proposed acquisitions shows serious problems with the procurement process. That’s why nearly all of these projects are still early in the pipeline, only have one bidder, or have already been cancelled. Most of these projects are badly needed. No reason why some, like the MPAC, cannot go to domestic firms for the added benefit of improving the Philippines’ military-industrial capacity.
