Subic — The USS Topeka (SSN-754), a Los Angeles-class attack submarine, arrived at Subic Bay Tuesday, just hours before the Supreme Court ruling upholding the legality of the Enhanced Defense Cooperation Agreement (Edca) between the Philippines and the United States.
